– Waste Management announced today that its application for the modernization and expansion of the Simi Valley Landfill and Recycling Center has been deemed complete by the Ventura County Planning Department.
The next steps in the process include the selection by the County of a neutral, third party to conduct a full environmental impact report, or EIR.
"Now that the application has been accepted, we are looking forward to getting community input on the scope and substance of the EIR," said Mike Smith, Waste Management's Market Area General Manager for Ventura County.
Waste Management's proposal is subject to the California Environmental Quality Act (CEQA), which was established in California law to inform residents and governmental leaders about the potential environmental impacts of proposed projects. As outlined by CEQA, the County Planning Department is the lead agency for Waste Management's project and was responsible for ensuring that WM's application met internal County requirements, as well as CEQA guidelines.
The initial application was submitted to the County on April 13 of this year, but the County deemed the application incomplete and requested additional information. WM resubmitted the application on September 26 after revising the application to include details regarding specific facilities included in the proposal, as well as the methodology used in calculations and forecasts (e.g. traffic counts, landfill life, etc), and plans to handle sewage treatment for employees who will be relocated to the site.

Waste Management has owned and operated G.I. Industries since 1998 and the SVLRC site since 1983 and employs more than 230 people in Ventura County. The SVLRC provides approximately 60% of Ventura County's daily refuse disposal needs. The company operates a "green power" program at the site that generates enough power for 2,500 homes, and clean-burning LNG powers 38 of its trucks.
